For alledged illegal quarrying, Provincial Administrator/ "governor" Atty. Vivian Dabu virtually accused City of San Fernando’s well-loved dad, Mayor Rodriguez. He is the latest victim of the ironhanded couple who manages the province of Pampanga.
Basta tama sila, lagot tayo!!!
The very same accusation was received by then newly appointed CDC President Benigno Ricafort last September. Nag i-illegal quarrying daw siya sa loob ng Clark Dev Corp.
But the first victim of this outrageous allegation was Cabalantian Barangay Captain Jomar Olalia Hizon who, in his desire to save his barangay from the historical floodwaters of an undesilted Gugu River, was fined by Panlilio ASAP without due process. He was charged with illegal extraction and quarrying and had to pay P105,000 as fine and penalty.
Habang nangyayari ito noong December 2007, si Governor Panlilio ay nakikitira sa kapatid ni Kap Jomar. Kumakain ng kilo-kilong Pampanga's Best products araw-araw mula noong kampanya hanggang matapos manalo.
Ano na lang na binulungan at pinasabi na kailangan siyang makausap at ipaliwanag ang perception na nag-i-illegal quarrying sya?
Bakit hindi tanungin muna kung tutoo ba itong mga akusasyong ito.
Masama bang tanungin si Kap na anak ng pinakamalaking campaign financier ni Panlilio kung bakit siya pinagbibitangan ng illegal quarrying??
Masama bang tanungin ang anak ng may-ari ng 4 na bahay kung saan nagtago si Panlilio sa kanyang mga imagined assasins?
Masama bang tanungin ang anak ng bumili ng bulletproof car para sa kanya kung ano ang nangyayari?
Kailangan bang agad pagbintangan at hatulan ang isang halal ng bayan na nagmamalasakit lamang sa mga kabarangay na maaring malunod at masiraan ng mga tahanan kung mag-overflow ang Gugu River?
To the non-Pampanguenos like Harvey Keh of Kaya Natin!, Liberal Party stalwarts and other extremist and purist groups, the couple Dabu and Panlilio are doing great in governance of Pampanga as even as the two rigidly implement the “follow the law i.e. us or we will put you to jail” system.
It is more than unfortunate that they feel that way about Panlilio and lure him for higher political posts.
A very experienced priest, more mature than Panlilio by a long mile, Bishop Teodoro Bacani, Jr, in his Manila Standard column earlier this month gives us good insights about political and moral realities of our country, about the law of gradualness.
The good bishop wrote: The law of gradualness means that we human beings who are weak and sinful move to moral perfection only gradually. People, especially confessors and counselors should take this reality seriously. The gradualness of the law, on the other hand, means that the law should not be considered binding on those who are still weak and unable to comply with the law perfectly. The Pope rejects this gradualness of the law, while making allowance for the weakness of those who are unable to keep it perfectly.
All right-minded and good-hearted Filipinos will want to eliminate corrupt politicians and corrupt practices immediately, if possible. But sometimes, we have to consider whether the total and immediate elimination of corrupt practices and people may be ill-advised and cause greater harm in the long run. Should we perhaps tolerate some corrupt practices and politicians while working to gradually eliminate them from our political system?
I know that it may not be easy to discern when tolerance of a necessary evil is called for, and when the law of gradualness should be applied. But I submit that being a good political party does not mean that all the candidates of the party are pure, or that being a good governor means that no corrupt practices are tolerated at all. Good politics is the art of the possible, and correct compromises are also part of good politics.
Sa pagkakaintindi ko, ang sinasabi po ni Bishop ay ito: Kung gusto mong maghatid at makakita ng makabuluhan at pangmatagalang mga pagbabago, kailangan mong maunawaan na pahakbang – hakbang mo itong aasahan, pagtutulung-tulngan, at makakamit. Mali na mag-impose ng mga patakaran at maggubyerno ng hindi nagko-complement sa objective realities sa isang takdang panahon, lugar at stage ng moral / political development ng mga tao.
Lalong mali at walang magagawang mabuti ang DABU-PANLILIO partnership kung ang kanilang pinaniniwalang paraan upang maganap ang mga pagbabago ay pabastos.

Galit siya sa jueteng, e, hindi pa siya ipinapanganak mayroon ng jueteng sa Pilipinas. Bakit hindi niya tanong kay Sen. Mar Roxas ang solusyon, e, matagal na naman itong nanunungkulan bilang senador. Bakit si Sen. Roxas? Kasi dadamayan daw niya si Panlilio sa “lonely fight” nito sa jueteng.
Bakit pag malapit na ang halalan binubuksan ang jueteng isyu sa Pampanga? Wala ba nito sa Isabela, Naga o Nueva Ecija? Pakitanong nga natin sa champions ng Kaya Natin!

Seriously speaking, our society tolerates and promotes gambling, not Cong. Mickey Arroyo. We have bingos in churches and malls. We have contests in our cell phones and TV programs. Malls have raffles when you purchase. Every day, winning Lotto numbers and prizes are all over the front pages of all newspapers.
Sen. Roxas and Gov. Panlilio, subukan po ninyong pag-aralan ang tunay na dahilan at solusyon sa pagiging sugarol ng maraming mga Pilipino.

Pero nasaan ang mga tunay na bayani ng mataas na quarry collection na nagbigay karangalan sa probinsya ng Pampanga? Mga ex-seminarians na ipinagmalaki sa lahat ng kanyang talumpati NOON?
Ayun nabubulok sa tapat ng Kapitolyo may anim na buwan ng naka-picket. Sinipa, pinag-resign at pinagbintangan ng walang paglilitis.
Maniniwala ba kayo na dinemanda pa ni Gob at ni Atty Dabu ng libel ang mga ito - 43 of them?
Matuturing bang Kristiyano ang gobernador na ito o ibang klaseng biblia na ang binabasa niya?
At ano na nga ba ang lagay ng quarry collection ng Pampanga mula nang pinagtatanggalang mga TUNAY na BALAS Boys?

Operational na ang PR campaign proposal contra recall a kumalat noong nakaraang buwan sa ating mga email. Dito, itinuro kay Panlilio ng kanyang mga alipores na muling gamitin ang battlecry ng Crusada noong 2007 campaign: ang Good vs Evil. Si Gob dawang good at si Bong Pineda (at lahat ng ayaw na kay Gob) ang BAD.
Pero hindi ba siya at si Dabu na ang EVIL PERSONIFIED ngayon sa dami ng kanilang mga inaway?

At tungkol naman sa pagpapalit ng Provincial Director ng PNP, ayan napalitan na pero nag-iiyak na naman si Panlilio dahil hindi ang gusto niya ang napili.
Gob, atin yang proceso ing PNP aliwa king prosesu king buntuk yu ampong favorite adviser yu. You and Atty Dabu claim to have your own processes when you fired in a very unjust and, yes, unchristian manner, the Balas Boys before Christmas.
Why we believe that you abide only by your very own processes:
1) Ayaw mong sagutin ang tanong ng marami bakit 53 campaign contributorslang ang iyong listed and submitted under oath sa Comelec samantalang pinagmamalaki mo na hundreds, even thousands, tumulong at gumastos para sa iyo. Paano naman kaming binigyan mo pa ng resibo?
2) You won’t shed light on the issue of why in one newspaper (Inquirer) you had two different versions of how you got the P500,000 cash.
October 13, 2007, report by Tonette Orejas “Among Ed given P.5M by Palace functionary”, in as much as 200 words, ibinahagi mo ng madetalye kung paanong isang lalakeng Capampangan na nakabarong puting long sleeves ang nag abot sa iyo ng pera sa loob ng Malacanang.
October 16, 2007 , pagkaraan lamang ng tatlong araw sinabi mo naman sa Inquirer, “Panlilio to Palace: Tell Truth on Money” na isa palang gobernador angnag-abot ng pera, at hindi pala sa iyo, kundi sa iyong chief-of-staff na si Archie Reyes.
Ano ba totoo dito? Gob,. Panlilio, malilio na pu kami !!!
3) Sa mga interview niyo at sagot sa tanong ni Senator Allan Cayetano sa Senate hearing, under oath, sabi niyo na hinding-hindi niyo ginalaw ang P500T – “THE MONEY IS STILL INTACT, NOT A BILL REMOVED FROM THE BAG.”
Yun pala ginamit ninyo na ang pera sa pagpunta ng mga tauhan niynyo sa Tagaytay.
Aba e, kung hindi pa kayo ine-expose ng inyong resigned Chief-of-Staff, hindi lalabas ang totoo na nagsinungaling kayo.
Bago matulog sa gabi, hinihingi ko kay Gob. Panlilio na basahin niya ng mabuti angBiblia at tanong sa kanyang diyos kung ano ang ibig sabihin ng mga katagang ito.
Kawikaan 29:2 : “Kapag matuwid ang namamahala,nagsasaya ang madla, ngunit matamlay ang bayan kung ang pinuno ay masama.”

Credit must be given to my alma mater Ateneo de Manila University for its unyielding vision and efforts in moving to establish an ideal Philippines. I have to say though that I am somewhat wary of their most recent project, Kaya Natin!, in particular, the taste and judgment of its leader, their young idealist professor, Mr. Harvey Keh.
Kaya Natin! mainstays Padaca, Robredo, Lorenzo, Panlilio and Baguilat were successful in winning elections, beating tremendous odds in securing their respective positions in government. In fact, two of them, Padaca and Robredo are recipients of the prestigious Magsaysay Award with their glittering record of accomplishments in governance. My only apprehension is that out of the total 81Governors, 1,577 municipal mayors, 118 City Mayors, 41,982 barangay captains, 238 elected reps of which 26 are partylist representatives, they have not increased the number of the faces they brag about as good governance politicians.
Bakit kaya hindi na dumami ang napupusuang mga elected leaders nitong Kaya Natin?
Hindi naman kaya napakataas ng qualifications nitong si Keh?
But if Keh’s standards are high, I find it really strange why and how he came to hero-worship the priest-Governor Ed Panlilio, school-hop and parade him around, brandish him in the national media as a leader worthy of emulation.
Stranger still is that Keh continues to rah-rah for Panlilio despite knowing that the governor, more than half-way through his term, still do not have any real and concrete socio-economic program for this province, not even a blue print. I’m sure that he had been made aware of the serious and unanswered issues surrounding the governance of his revered leader (having had an earful from colleagues at the Ateneo School of Government who have also given up on Panlilio). He must know that for the Kapampangans who had once believed him, he had long lost his “poster boy” status as a moral leader and champion of good governance. Why, then do Keh act like he does not know? I am beginning to wonder the seriousness of his intensions for our country.
The line was drawn when Panlilio’s head got bigger than the ideals of the Kapampangan Crusade, when his views were clouded out of fear of the many Rs – Recount, Recall, Requiem, Resign, Return to priesthood, and what not. By the way, none of which would have materialized if only he did his job well. But since he did not, now see what is happening!
It was all downhill when he arrogantly plugged his ears against the well-intentioned counsel of his proven allies and listened only to Dabu and then after, to himself, her alter ego. Despite being the obvious cause of his blunderful performance as a governor and the disillusionment / division among the crusaders, Panlilio unreasonably stuck it up with the indefensible Dabu.
The two of his staunchest supporters in the local civil society groups Kapampangan Marangal, Inc.(KMI) and Kapampangan Coalition, Inc (KCI) publicly demanded Dabu’s resignation, called for immediate reforms on his evidently flailing administration and supported the protesting BALAS Boys. What any bright, upright and democratic political leader would do is to yield to the people’s clamor. Instead, he bullied them. In KMI’s case, Panlilio and Dabu went on and appealed directly to KMI municipal leaders and coordinators and formed KASAUP from among them. This created KMI’s great divide, and, let’s pray not, may even be the cause of the eventual dissolution of this organization.
Now, what moral leadership of Panlilio is there to speak of?
And what of his honesty and integrity?
About a year ago, Panlilio was in hot water when the local media got hold of his obviously miscalculated COMELEC campaign contributions report. This caused serious doubt (on his honesty and integrity) and confusion among his official-receipt-carrying donors when their (our) names had mysteriously disappeared from his list. Harvey, what was your governor’s answer to this? Was it not, “I will have to consult my lawyer,” or something like that?
Last July, when he sat down with the anti-Dabu BALAS boys in SACOP for a dialogue, facilitated by priests, participated and witnessed by leaders of supportive civil society groups, he gave his word of their reinstatement among other commitments. What did he do? Why, did he not ask for a copy of the minutes (or was it a voice recording?) that he indeed gave such commitments? Dios mio! Where is the spirit of dialogue there! Worst still, the BALAS boys when they reported to work after the “dialogue” were reportedly given such a hard time by Dabu that they sooner sacrificed their jobs than suffer further humiliation from the lady administrator. Resuming their protest, they were automatically sacked, then after harassed, threatened and bullied at their picket line.
But the BALAS Boys did what no other Panlilio groups would have dared to do at that time, i.e. they made a poignant but a much enlightening point – that Panlilio was the wrong candidate of the Kapampangan Crusade, for he is incompetent, arrogant and he failed exceedingly well in leading and governing this province.
Of course there is the issue of the en masse resignation and even firing of Panlilio’s handpicked confidence team members, composing of most of the Bakal Boys (the tireless ex-seminarian volunteers whom Panlilio himself referred to at his speech last year at, yes, Harvey, Ateneo, as his workhorses, the provider of spiritual dimension in their everyday struggles during the campaign.) Shockingly, these very same people were either considered incompetent or unprofessional by Panlilio – Dabu and so, of the original confidence team members (too many to mention), only Dabu seemed have gained Panlilio’s real confidence.
Harvey Keh & Kaya Natin should be careful in chosing his leaders that he will bring all around the country asking students to stand up and fight the evil of corruption in government and advance the ideals of good governance in our country. God knows we need this. His cause is very noble. I myself had my share in this fight against corruption, some quite high profile, others not. I continue to study, learn and look for solutions on how to fight corruption in the system and the best governance practices (not just good) in our country.
The danger is when people who do not know how to govern at all, much more be good at it become leaders of a noble cause. Consider carefully their track record, not mere popularity. If high popularity is seen as an important factor for the popularization of the cause, I think it will make a lot of sense and will add credibility if you begin with knowing how popular potential leaders are in their own locality, before anywhere else.
Panlilio’s only claim to fame is the increase of quarry collection that he managed to rake in for the province in the first few months of his term, but even this has consistently and sadly been going down.
If my intentions for writing this piece is, for one reason or another, doubtful to Mr. Keh, I seriously suggest that he personally visit the province, stay awhile, talk to our Kabalens, the civil society groups, the Capitol employees and other elected officials here. We can’t all be wrong.
